Overview
JOB SUMMARY:
The Manager, Export Controls and International Research Collaboration provides oversight, administration, interpretation and coordination of policies and procedures related to department research programs to ensure compliance with governmental regulations and enterprise policies. Reports to the Director, Research Integrity, Security, and Regulatory Affairs. Responsible for the management and day-to-day oversight of research-related international collaboration and export control compliance for the Wake Forest University School of Medicine research enterprise.
ESSENTIAL FUNCTIONS:
- Assist department leadership with the development and implementation of policies and procedures as they relate to export controls and international relationships.
- Supervise the activities of departmental staff and ancillary departmental personnel, as necessary.
- Manage, coordinate, and evaluate electronic records keeping processes that support the Research Integrity, Security, and Regulatory Affairs Office.
- In conjunction with the Conflicts of Interest in Research Office, oversee the collection of annual disclosure foreign relationships in the electronic system.
- Evaluate international relationship disclosures and provide guidance to faculty, staff, and students/trainees related to collaboration best practice or regulatory requirements.
- Independently coordinate review of export control evaluation requests and provides guidance to submitters.
- Stay current with evolving regulatory landscapes and advise on potential impacts to research operations.
- Acts as a resource for researchers to interpret rules, regulations, and institutional procedures on export controls, international relationships, and documentation/tracking.
- Assists export control evaluation request submitters with management of exports/imports as needed.
- Creates and maintains log of all institutional export control and international research activities including shipments, collaborations, awards, contracts, visits, and travel.
- Manages audits of export-controlled technologies/projects and technology control plans.
- Administers practices for measuring compliance and quality through key performance indicators, provides periodic metric reporting to leadership, and evaluates ongoing program(s) to identify areas for improvement.
- Develop and facilitate export control and international relationship focused training programs for leadership, faculty, researchers, and other key teammates.
- Maintains log of all training related to NSPM-33 training requirements including export control training, international travel training, and research security training.
- Performs other duties as assigned by leadership.
EDUCATION/EXPERIENCE:
Bachelor’s degree and experience with export controls required. Knowledge and experience with legislation and regulations related to export controls, controlled unclassified information (CUI) and National Security Presidential Memorandum-33 (NSPM-33) preferred. Knowledge of ethical issues regarding research best practice at an academic medical center preferred. Management experience preferred.
LICENSURE, CERTIFICATION, and/or REGISTRATION:
Must complete the CITI certification for Human Subject Research if not already completed.

- Excellent oral, written, listening, and interpersonal and communication skills
- Ability to direct the work of others and demonstrate excellent customer service
- Knowledge of regulatory requirements in export control and foreign relationships requirements for federal funding agencies
- Excellent analytical skill
- Proficient skill in database and software program management, word processing and spreadsheet programs
- Ability to work collaboratively and effectively with faculty, staff and external colleagues
