Overview
Primary Purpose Serves as leader for the Healthcare Preparedness Coalition (HPC)) that serves multiple counties with a region of a state. The manager serves as the liaison to the state Office of Emergency Medical Services or HPP division. Specifically responsible for coordination of all activities of the coalition in a manner consistent with the guidelines set forth by the US Department of Health and Human Services (US DHHS), Administration for Strategic Preparedness and Response (ASPR) and the North Carolina Department of Health Service Regulators (NC DHSR) through the NC Office of EMS (NCOEMS). The HPC leader has responsibility for leading the planning and execution of Emergency Management preparedness and response, which includes hospitals, county: Emergency Management, Public Health and Emergency medical services and the state medical response system. Responsibilities include oversight of the purchase, maintenance, and deployment of million+ value in emergency assets to support state, region operations, community support and patient care during a crisis and overall operational. The HPC leader directs the overall day-to-day healthcare coalition activities for the region to include supporting inner department teammates and external stakeholders. Responsibilities include leading the development, implementation, and monitoring of the Hospital Preparedness Program to assess risk, minimize loss and protect our communities, region, and state. The HPC leader acts on behalf of the region to make decisions, communicate, collaborate, and coordinate with federal, state, and local agencies Major Responsibilities
Minimum Job Requirements
Education
Bachelor’s Degree in Emergency Management, Healthcare Administration or related field of study
Or an equivalent combination of education and experience
Certification / License
Certification in ICS 100, 200, 300, 400, 700, 800, and HSEEP,
or the ability to gain those certifications within 1 year of employment.
Valid driver's license required

Physical Requirements and Working Conditions
• Available and supports the organization for emergency situations.
• Potential to work with materials, which are Immediately Dangerous to Life and Health (IDLH) and environments with hazardous chemicals, toxic agents, and radioactive materials. Possible exposure to blood borne pathogens.
• Potential to work in precarious or high locations periodically. Moderate to high noise environment. Work climate varies from clean and well-lit to wet, dark, and constricting spaces.
• Subject to many interruptions and crowded conditions. Exposure to unpleasant conditions such as accidents, injuries, illness, and anatomical research. Significant overnight travel may be required.
• Required to wear a variety of personal protective equipment in a variety of environmental conditions.
• On occasion, may be expected to deploy into austere environments anywhere in the United States as part of a Medical Assistance Team.
• This position requires travel, therefore, will be exposed to weather and road conditions.
• Operates all equipment necessary to perform the job.
• Exposed to a normal office environment.
